1. Preheat oven to 300 degrees F.
2. Sift together into mixing bowl the flour, baking powder, 1 cup sugar and salt.
3. In separate bowl, beat egg whites until foamy.
4. Add cream of tartar and continue to beat until stiff.
5. Fold in 1/3 cup sugar and add flavorings.
6. Fold egg white mixture into sifted dry ingredients.
7. Fold in coconut.
8. Half fill paper cupcake liners with batter and bake for 40 minutes.
